Purpose of the Role
The Monitoring and Evaluation (M&E) Officer will provide leadership and support for the implementation of monitoring, evaluation, reporting, and learning (MERL) activities within the Global Fund TB/HIV programme in Bojanala. This role involves working closely with programme leads, MERL team members, and data management staff to ensure high-quality data collection, analysis, reporting, and utilization to drive programmatic decision-making.

Key Duties and Responsibilities
•⁠ ⁠Lead the planning, coordination, and implementation of TB programme M&E activities in the district.
•⁠ ⁠Oversee district-level reporting, indicator monitoring, and adherence to GF and Department of Health (DOH) standards.
•⁠ ⁠Collate and analyse monthly and quarterly progress reports.
•⁠ ⁠Provide data quality assurance through audits and performance indicator tracking.
•⁠ ⁠Support the development of work plans, data collection instruments, and MERL frameworks.
•⁠ ⁠Facilitate capacity development and training for data capturers and M&E teams.
•⁠ ⁠Provide MERL technical assistance and promote data-driven decision-making at district, subdistrict, and facility levels.
•⁠ ⁠Build capacity in using national health information systems such as TIER.Net, DHIS, EDR.Web, and HPRS.
•⁠ ⁠Participate in district MERL meetings, reviews, workshops, and stakeholder forums.
•⁠ ⁠Contribute to learning agendas, documentation of best practices, and success stories.
•⁠ ⁠Support development of dashboards and cascade data analysis for improved visibility and programme management.
•⁠ ⁠Collaborate with the MERL and programme teams to enhance M&E systems and data utilisation.

Minimum Requirements
•⁠ ⁠NQF Level 6 or equivalent qualification in Monitoring & Evaluation, Public Health, Statistics, Data Management, or Information Technology.
•⁠ ⁠Valid driver’s licence and willingness to travel.
•⁠ ⁠Minimum 3 years’ experience in HIV and/or TB programming with a strong M&E focus.
•⁠ ⁠Familiarity with national M&E systems, particularly TIER.Net, DHIS, and EDR.Web.
•⁠ ⁠Experience in donor-funded projects, particularly Global Fund or PEPFAR, is advantageous.

Key Competencies
•⁠ ⁠Expertise in M&E planning, tools development, and data analysis.
•⁠ ⁠Demonstrated experience in data management systems, reporting, and data quality assurance.
•⁠ ⁠Ability to lead and mentor data teams; strong skills in training and capacity building.
•⁠ ⁠Proficient in Microsoft Office Suite, including Excel and PowerPoint.
•⁠ ⁠Excellent communication skills – both written and verbal.
•⁠ ⁠Strong analytical thinking, attention to detail, and time management.
•⁠ ⁠Ability to multitask, work under pressure, and independently drive programme results.
•⁠ ⁠Familiarity with national and district-level health systems and MERL forums.
