1. INVITATION TO QUOTE

Show Me Your Number HIV Prevention Project NPC (SMYN) invites suitably qualified, experienced, and reputable service providers to submit quotations for the design, manufacture, supply, delivery, and commissioning of the following:

• 1 x Mobile Occupational Health Unit
• 1 x Mobile Medical Clinic (Truck / Trailer / Van Configuration)

These units will support the delivery of integrated primary healthcare services in remote, underserved, and high-priority communities.

2. SCOPE OF WORK

2.1 Mobile Medical Clinic

The service provider must deliver a fully functional, compliant, and self-sustaining mobile clinic.

General Requirements

• Expandable wall technology
• Reception/waiting area
• Minimum one consultation room
• Bathroom/toilet facilities
• Medical-grade, easy-to-clean finishes
• Air conditioning and ventilation

Dimensions (Indicative)

• Width: 2.45m – 3m
• Length: 7.82m – 13.8m
• Height: 2.45m – 3m

Power Supply

• Onboard generator
• External power (three-phase compatible)
• Caravan plug integration
• Compliant electrical distribution

Additional Features

• Off-road capability (preferred)
• Storage for medical equipment
• Durable structure for rural environments

2.2 Mobile Occupational Health Unit

Designed for occupational health screening and surveillance.

Minimum Requirements

• Two-room setup
• Workstations for:
  • Spirometry
  • Vision screening
  • Administrative use

• Air conditioning

• Chest X-ray system (if compliant)

2.3 Trailer Specifications (if applicable)

• Double braked axle
• Rubber suspension
• Stabilisation system
• 10m power cable

3. DELIVERABLES

The successful bidder must provide:

• Design and technical drawings
• Manufacturing and assembly
• Delivery to site
• Installation and commissioning
• User training
• Warranty and after-sales support

4. SUPPLIER REQUIREMENTS

Bidders must submit:

• Company registration documents
• Company Profile
• Valid SARS tax compliance PIN
• Company profile
• Relevant experience (minimum 3 references)
• Compliance with health & safety standards
• BBBEE Certificate or Affidavit
• COIDA Letter of Good Standing
• Warranty details
• Delivery timelines

5. PRICING REQUIREMENTS

Quotations must include:

• Detailed cost breakdown: base unit, customisation, delivery, installation
• VAT clearly indicated
• Optional items separately priced
• Validity period (minimum 30 days)

6. EVALUATION CRITERIA

Stage 1: Administrative & Technical Compliance

Bidders will be evaluated on:

• Completeness of submission
• Compliance with specifications
• Valid tax status
• B-BBEE Status
• Experience and references

⚠️ Only compliant bidders proceed to Stage 2.

Stage 2: PPPFA (Price & B-BBEE Scoring)

Evaluation will follow the Preferential Procurement Policy Framework Act (PPPFA).

80/20 System (≤ R50 million)

• Price: 80 points
• B-BBEE: 20 points

Price Formula

• Submit valid B-BBEE certificate or sworn affidavit
• Non-submission = 0 points

Total Score = Price Points + B-BBEE Points
